Declaration of Fructuoso Rivera, explaining the guiding principles for carrying out the duties of his presidency. These include guaranteeing the constitutional institutions of the republic, established in the political code; momentarily suspending the exercise of 'Altos Poderes Constitucionales'; ensuring this suspension will last as long as necessary to restore order, quell passions, and prepare the free exercise of those 'Altos Poderes'; as a representative of the public and chief of the army, to fulfil the duties of the 'Altos Poderes'.
