Thesis on the judicial penalty of confiscation, proposing that the penalty of confiscating goods is unjust when coupled with another penalty, that the fundamental basis of all legislation is the safety of persons and property, that anything which attacks this also violates social pacts, that citizens have the right to life and property, and that when an accused is not convinced of a crime it is unlawful to inflict punishment arbitrarily.
