Aide-mémoire on the subject of US forces in China intended for protecting American lives and property, and not for combat operations, US reluctance to detail its response in case of a Japanese attack on international concessions in China, and to support evacuation or internment of British military in the Shanghai and Tientsin garrisons should they have to surrender to the Japanese.
