Representative Tinkham, an 'eccentric' House member for an Irish area of Boston highlighted his objections to Anglo-US joint use of Canton and Enderbury Islands, and included reading correspondence with the State Department over this matter into the record. He suggested that this denounced the 1939 treaty the US had with Japan concerning the Pacific.
